Executive Director Monthly Activity Summary
November, 2010

The following summary provides a highlight of the various monthly activities for the Logan County economic Development Corporation ("LCEDC").  All activities are not described in the summary, but rather some of the more visual activities of the LCEDC are presented.

General Meetings:
 
Nov. 3- Following the Nov.2 General Elections, several LCEDC members met with Tony Gagliardi, State Director, National Federation of Independent Business, who reported on implications for the upcoming State legislative session.
 
Nov. 4- The CSU/DOLA Steering Committee met with Mike Tupa and several design students on the Concept Plan for City of Sterling.
 
Nov. 11- The planned public meeting with CSU/DOLA students was post-pone because of heavy snow in Fort Collins and on Highway 14.
 
Nov. 17 – I met with the board of NECALG to discuss the proposed Economic Development District (EDD) application of the US Dept of Commerce.
 
Nov. 18 – I appeared on the CrossTalk radio program.
 
Nov. 18- I attended the monthly NECO meeting held in Fort Morgan.
 
Nov. 19- LCEDC, City of Sterling and SURA sponsored an Open House at Plainsman Grill and Steakhouse to present the CSU/DOLA preliminary concept plans.
 
Nov. 19 – Brad Barton and I, along with our spouses, attended the Chamber Annual Gala.
 
Nov. 22- Jim Neblett and I spoke via conference call with Carolynne White and Jason Dunn about the proposed Neighborhood Revitalization legislative initiative.
 
Nov. 23- Brad Barton attended the Enterprise Zone update seminar sponsored by the High Plains Chapter, PASC.
 
Nov. 29 – I attended the Community Leader Breakfast at Sterling Regional MedCenter to help introduce a potential new Ob/Gyn physician candidate to Sterling.
 
 Economic developments: 
 
Project Green/New Industrial Park- UPDATE 11/1:  Star Clean Oil met with Sullivan on Oct. 14 and reviewed the preliminary engineering data. Logan County and LCEDC continue to work on forming the PID. City of Sterling is considering what property they would place in the PID. Star Clean Oil is planning to issue their “notice to proceed” in late spring 2011 and to begin construction is mid-year. UPDATE 12/1: Star Clean Oil is in the process of finalizing their total project financing commitment. They have committed to report to us by Jan. 30, 2011. 
 
Logan County Industrial Park Project Schedule (as of 11/30/2010):
 
August 20- RFPs out to engineering firms (COMPLETED)
 
September 19- Engineering bids due back (COMPLETED)
 
September 23- Engineering firms interviewed (COMPLETED)       
 
September 30- Sullivan Design Group, Inc. selected (COMPLETED)
 
December 15- Resolution to form PID by BOCC Logan County, City of Sterling and Star Clean Oil, LLC (IN PROCESS)
 
 
Projects Update:
 
Project Scorpion- On July 19th, we hosted the foreign manufacturer and their American partner to a site visit. UPDATE 9/1: We have presented more information on affordable housing, potential housing development sites and daycare services in Sterling. We have not yet received word that the prospect is moving to final site selection. UPDATE 10/1: They are working with BNSF and UPRR to confirm rail shipping and are planning to present a site location and project proposal to their respective boards within the next few months. Our site is still under consideration. UPDATE 12/1: We are sending updated information to Project Scorpion in preparation for their upcoming December board presentation.
 
Project Rebar- On July 9th, Jim Neblett and I met with several representatives of this medium-size manufacturer. They have made several trips to Sterling over the past 10 months and are considering re-locating to one of several available sites in Sterling. UPDATE 9/1: Prospect is still awaiting information from RTD so they can plan for re-location. UPDATE 10/1: They are still waiting for RTD’s financial offer. The amount of the offer will determine the size and technology for the new plant.           UPDATE 12/1:  We received update confirmation that Project Rebar is moving ahead with re-locating to their preferred site in Sterling. 
 
Compass Wind- At a recent public meeting, Compass Wind announced their plans to move forward with their project west and southwest of Fleming. They plan to begin construction on an initial 12 wind turbines in June of 2011.
 
Stan and Kate Lindstadt have opened the former Loose Caboose on Front Street and Poplar as the Bottoms-Up.               
 
Other Updates:
 
UPDATE 10/1: Sterling Municipal Airport project: Final paving is underway with plans to re-open the runway by Oct. 30. UPDATE 11/1: Final runway painting is being completed with estimated re-open date of Nov. 7. UPDATE 12/1: Pat O’Brien, Airport Manager, reports that the final FAA inspection is expected as soon as possible (maybe this week), at which time the airport will receive FAA approval to re-open.
 
UPDATE 10/1: Bruce Glass has completed final designs and blueprints were submitted to City and County for plan approval on Sept. 7. When stamped, Bruce will send out bid requests to qualified contractors. UPDATE 11/1: Final stamps secured and bids requests are being prepared. UPDATE 12/1: Bruce Glass has delivered approved, stamped drawings and approved contractors have received notice of the project. Next step is to receive contractor bids back for review.
 
UPDATE (4/30/10):  Colorado Highlands Wind, LLC, project north of Fleming continues as a viable project and the developers are working hard to finalize power purchase agreementsand transmission issues. NO PROGRESS TO REPORT
 
UPDATE (4/30/10):  East Cheyenne Underground Gas Storage is planning to begin construction and development of the gas storage facility this summer. UPDATE 11/1: Merchant Energy Partners, LLP, continues to work in the area southwest of Peetz with well evaluating and additional drilling.
 
UPDATE (8/1/10):  BP Alternative Energy, LLC, has announced plans to construct an estimated 120 to 200 additional wind turbines and a 230KV transmission line at their Cedar Creek wind farm near Grover in Weld County. With the existing 267 turbines, this could double the total wind energy to 600MW, or enough to supply 190,000 homes. Construction is underway. UPDATE 9/1: The first tower sections are being transported thru Sterling this past week.
