First on tap was a resolution creating the Logan County Project Green Public Improvement District (PID). The resolution was approved and designated the Board of County Commissioners as the Ex Officio Board of Directors for the PID.

In attendance representing the only taxable entity in the PID, Star Clean Oil, LLC, were James D. Moreau, PE, managing member, and Brian S. Moreau, PE, project manager. The petition was filed with the clerk on June 6 and lists a number of improvements, including water, sewer, gas, electric, road improvements and turnouts.

Attorney Carolyn White, who worked with the groups involved, noted that since there is only one taxing entity (Star Clean Oil, LLC) they are the only ones that would be liable should a default take place.

“The PID is a completely separate, legal entity,” she said.

In other business, the commissioners acknowledged the receipt of the Pest Control District supervisor’s report for the month of May and also the treasurer’s report for that month.

Treasurer Patricia Bartlett reported tax receipts of $2,097,263.07; 76.25 percent of the total and 2 percent ahead of last year. She also reported fees collected of $30,756.33 for the month.

Dan Borgman, assistant landfill superintendent, reported a total of 641.85 tons collected during May with a revenue totaling $35,307.90. There were 660 vehicles and Fleming, Merino and Peetz also held clean-up days during the month. That 46.55 tons of material including two appliances. The landfill also disposed of 11.32 tons of coal that was spilled during the train wreck.

Tara Barlean, chairman of the Logan County Lodging Tax Board, presented recommendations of the board for a request by Visitor Center Manager Elda Lousberg for $285 for a volunteer incentive trip to visit the Fleming Museum and lunch at Bully’s Pub and Grub in Fleming.

She also presented a request by Andy Rice, publicity committee chairman of the Logan County Fair Board, for $2,500 for advertising of the fair in Front Range and Nebraska radio and newspapers.

The commissioners approved both requests.

An agreement between the county and Romeo Entertainment Group for the appearance of LeAnn Rimes and Jerrod Niemann at the Logan County Fair on Aug. 13 was approved.

Other approvals were for:

* an intergovernmental agreement between the county and the Haxtun School District RE-2J for a coordinated election to be held on Nov. 1;

* an application for renewal of a 3.2 Beer License on behalf of Lu’s Buffalo Stop, Inc.;

* a contract amendment with the Colorado Historical Society to extend the date of expiration and to modify the compensation and method of payment;

* an intergovernmental agreement with the city of Sterling concerning the liquor licensing authority for the Logan County Fairgrounds.

A public hearing was held concerning a community development block grant application on behalf of the Northeastern Colorado Revolving Loan Fund for economic development loans to small businesses. After closing the hearing, the commissioners approved the application.

The next regular business meeting will be 11 a.m., Tuesday, June 21, at the Logan County Courthouse meeting room.
